Minister Li Ha-Eung is the head of the Ministry of Security. As he tries to keep Cantha safe, he is distrustful of outsiders. He is a traditionalist and can come across as very aggressive and stern to others. Li has a mentor-mentee relationship with Detective Rama.[1]

Li is eventually revealed to be the White Falcon, one of the leaders of the Purists, who has been plotting against Empress Ihn's regime. After he is arrested, Precinct Captain Min succeeds him as the acting Minister of Security.[2] |

Minister Li was arguing with Joon via hologram, threatening to talk to Empress Ihn about her actions, when he spotted the Commander and their allies in the Yong Reactor. He accused Joon of ignoring national security by allowing foreigners to visit this secret location, but before he could say anything more she hung up on him to greet her guests.

Li turned out to be surprisingly cooperative while in custody, providing names of some of his co-conspirators to the authorities during interrogation. His only wish was for someone to look after his dog Choby. Cho Min was appointed as the Acting Minister of Security until Li's proper successor would be named.[2] |
